If you have attended any major
charitable events in Rockwall County over the past decade or
two, chances are you have met Vicki Wallace. For
more than 20 years, Vicki has had an active role in the county’s charitable
and social services programs. Vicki served more than a decade on the board of
Rockwall County Helping Hands, including positions as chairman and
vice-chair. She’s a lifetime member of Rockwall Women’s League and has served
as president and as chairman of their annual black-tie charity
ball.
“My 22 years of volunteer service and
philanthropy is core to my Christian values and a testament of my dedication
to the community,” Vicki said. “It helps keep me grounded, humble, and
grateful.” She also believes volunteerism and civic responsibility go hand in
hand.
For 10 years, Vicki has served on the
Economic Development Board for the City of Heath, including serving as vice
president. In 2022, she was nominated and elected to the Rockwall County
Appraisal District (RCAD) board of directors by the taxing entities of the
county. These included RISD, the Commissioners Court, and the cities of
Heath, Fate, Rockwall, Royse City, and McClendon-Chisholm. The board oversees
the budget of the RCAD administration but is not involved in determining
property tax values.
Last month,
Vicki announced her candidacy for Heath City Council Place

“As a long-time resident and someone who
plans to live here forever, my journey is deeply rooted in the belief that
Heath deserves leadership that is as dynamic and forward-thinking as its
residents,” said Vicki. “I will focus on solutions for the issues we are
facing such as the water shortage, traffic, roads, and aging infrastructure.”
The City of Heath has a comprehensive plan
based on input from residents. It cites what matters most to the residents
and provides a shared vision of what the community will ideally become. It
serves as the roadmap to establish ways to effectively realize that vision.
The comp plan is used by city staff, city council, and citizens alike as a
guide for daily decision-making. The plan’s vision statement
reads:
“A lakeside community of
premiere neighborhoods with open green spaces, parks and trails, cultural
amenities, an exemplary educational system, and distinctive economic
development in order to provide the highest level of public services – a
place to call home for a lifetime.”
Heath’s vision does not include high-density
housing or multi-unit real estate developments.

communications for the Governor of Texas to serving as president of one of
the nation’s largest mortgage companies.

In 2018, Vicki acquired Transworld Business
Advisors of North DFW, a full-service business brokerage company serving all
of North Texas and specializing in business sales, business valuations, and
mergers and acquisitions. “In a way, it’s parallel to the volunteer work I’ve
done,” she explained. “In both cases, we help people realize their goals and
write the next chapter of their lives. It’s all
very rewarding.
“I’m in the business of helping people buy
and sell businesses,” Vicki added. “We create win-win scenarios for a living
and help people at opposite ends of the spectrum find common ground. You have
to be objective, open-minded, and good at bringing people
together.”
Her leadership and business experience
already has proven beneficial to Heath. During the Covid pandemic, business
owners all over the country struggled to stay afloat. With the government
shut-down of all non-essential businesses throughout the country and then the
extremely restrictive mandates for their ability to re-open, it’s surprising
that any business survived — except for the ones based in Heath,
Texas.
“Many of our
local businesses were on the brink of closing their doors permanently,” Vicki
explained. “A committee was formed from the EDC board with two people and
myself. We reached out to every business owner in Heath and encouraged them
to apply for aid from the city, if needed. We evaluated those applications
and reviewed their business financials. The City Council empowered us to act
independently and expeditiously. Those that applied and were approved
received funding to cover overhead, rent, and/or payroll within seven days of
application in nearly every case. No other city came close to responding as
quickly to the crisis as the City of Heath. The very best part is that we
used the sales tax dollars that those businesses generated for the city in
order to help them survive.”
Per the city, all of the businesses that
received financial assistance survived the pandemic and continued to thrive.
Vicki added, “This is how city government is supposed to work. It’s a great
example of what can be accomplished when government functions as an advocate
instead of an adversary.”
